Adaptation
Refugee Center, Niine 2, open Mon 9.00-18.00 Tue, Thu 9.00-17.00, Fri 9.00-16.00 (+372 6000 677) Niine 2 is closed for clients on Wednesdays. Above all, the Niine center is an important place for a refugee to come to receive various services and counseling offered by the city. At the same time, the family's need for a kindergarten and school place is registered. For refugees who have already received temporary protection, services are offered in the center by the Tallinn Social and Health Board in cooperation with district governments, the Employment Fund, the Estonian Human Rights Center, and groups supporting adaptation are conducted by the NGO Pagulasabi. There is also a distribution point for essential supplies, and those in need are directed to the food aid distribution center. Arrival is not registered and temporary accommodation is not provided.
From Monday, 18.07.2022, you can once again contact the advisor of the Board of Education at the Niine 2 center. Counseling takes place two days a week - Mondays 9:00 - 18:00 and Fridays 9:00 - 16:00. |
Trainings for the adaptation program for recipients of temporary protection
The adaptation program trainings are conducted both in contact and online form. Contact trainings are offered at least 30% of the time. The trainings are held in Ukrainian and Russian. The training is mandatory for people who have received temporary protection and it provides an overview of the rights, obligations and possibilities of staying in Estonia.
You can choose a suitable training time and register for the training here! NB! Pre-registration for the training is mandatory! The training is completed if the training is fully attended. Those who have completed the course will be issued a certificate to prove their participation.

The adaptation program trainings are conducted both in contact and online form. Duration is 4 + 1 days. The training is generally conducted in the native language of the protected person. The training is mandatory for people who have received international protection and it provides an overview of the rights, obligations and possibilities of staying in Estonia.

Group counselling for Ukrainian refugees
High-quality information and the support of good people help you make better choices and speed up your adjustment. Estonian Refugee Aid offers Ukrainian refugees the opportunity to participate in free group counselling across Estonia. Registration for events takes place in the Fienta environment.
Find a suitable place, time and topic and register! We are constantly adding new sessions to the environment in different parts of Estonia.
We offer advice on different topics:
- Digital skills workshop
The digital skills workshop is intended for Ukrainian refugees to provide an overview of Estonian digital services and e-government. In the workshop, we study various Estonian e-services (Eesti.ee, e-banking, e-school, etc.) and practice their use. Prerequisite for
participation in the existence of an ID card, mobile ID or Smart-ID.
The workshop is organised by MTÜ Estonian Refugee Council in cooperation with BCS Koolitus and is held in Russian.
- Group counselling on work
In group counselling on work, we provide an overview of the situation in the Estonian labour market and labour law. At the meeting, you can share your experience in job search and hear practical tips on how to successfully look for a job in Estonia and prepare a CV and other application documents.
The meeting is organised by MTÜ Estonian Refugee Council in cooperation with the Unemployment Insurance Fund and the Labour Inspectorate and is held in Russian.
- Legal advice group counseling
In legal advice group counseling, we discuss topics such as how to get married in Estonia, what to do if you have lost a Ukrainian document in Estonia, and what to do if you want to divorce through the court.
- Digital group counseling
In this group consultation, we will cover the topics of how to submit a tax declaration, register as an e-resident, register your place of residence online, etc.
- Educational group counseling
The Estonian education system is introduced in educational group counseling. The topics are kindergarten, primary and higher education, what to do if you have already started higher education in Ukraine, and how to choose a profession.
- Group counseling on entrepreneurship
Group counseling on entrepreneurship discusses what you should know about entrepreneurship, opening a bank account, and submitting a financial report.
Culture
Admission to the refugees in Ukraine is provided by all state museums and museums of state foundations, and several municipal and private museums. All museums and exhibition institutions that have joined the initiative can be visited here. Proof of free entry must be furnished by a document proving the citizenship of Ukraine - a biometric passport, another valid travel document or a certificate with personal data issued by the Embassy of Ukraine.
